Features of purges of party organizations of the RCP(b) – the CPSU(b) in the Don district of the north Caucasus region, during the nep period

Abstract

The purpose of the article is to study the degree of effectiveness of the activities of party-state control of Soviet Russia in the implementation of its functions. The system of party-state control of Soviet Russia, which began to take shape in the early 1920s, was characterized by the effectiveness of monitoring the tasks set by the party and the state. One of its main tools was cleaning-checking the party organizations of the RCP(b)-the CPSU(b) of all levels, both within the party itself and in various organizations, institutions, enterprises that began in the 1921–1930s. The implementation of control measures by the control commissions of the CPSU(b) – the workers and peasant inspections (KK-RKI) became commonplace, and they were planned in advance. The basis of the article was the annual report on work, which included statistical reports, analytical documents, conclusions and proposals based on the results of the activities of the Don District Control Commission of the All-Union Communist Party of Bolsheviks (BCC). In the period 1924–1925 in the Donskoy District, a cleaning of Soviet, military and non-production organizations (cells) of the CPSU(b) was cleaned. In this district, industrially developed and the most populated, the Communist Party Organization was the largest in the North Caucasus Territory. The measures held during the year revealed the presence of facts of drunkenness in party organizations of the district among party members, violations of party discipline, and other negative phenomena. During the inspections, the DKK employees managed to identify the real degree of completion by party organizations of measures outlined by the party and state bodies. The results of the DCC of the work were generalized, systematized and became an exemplary methodological guidance for other KK-RKI of the region in the implementation of purges-rings.
